The first quarter of 2023 saw a stable market for OCC and mixed paper, although demand for the latter was slightly lower. Many mills in Europe are carrying high stock levels. Economic conditions and the ongoing conflict in Ukraine are making it difficult to predict which way the market will head in future.

Graphic papers seem to be experiencing slightly lower demand but still at stable levels. Many mills had high stock levels during the first quarter and, owing to the economic situation, newsprint collection volumes started to decrease in many countries by the end of that quarter. There have been differences in the demand from tissue mills around Northern Europe. Meanwhile, demand from the insulation industry has decreased owing to the economic situation and higher interest rates.

While the high cost of logistics remains a concern, the situation has improved significantly since the winter months.
