The Bureau of International Recycling (BIR) has introduced a policy document called One Voice, which presents a cohesive strategy for the worldwide recycled materials sector. According to the text, recycling is framed as a fundamental manufacturing process that yields raw materials on par with primary resources. BIR cautioned that trade barriers and uneven regulations might diminish investment and stifle innovation within the recycling industry.
