Dear BIR members,
With less than ten days to go until the mandatory use of DIWASS takes effect, BIR is sharing updated guidance to help non-EU members prepare for the transition.
In July 2025, BIR published an initial overview of DIWASS, the European Commission's new centralised digital platform for waste shipment documentation, and what it would mean for recyclers worldwide. If you have not yet had the opportunity to read our initial communication and comprehensive overview of the EU Waste Shipment Regulation, you can consult it here.
As the system transitions from preparation to implementation, members should be aware of two key points:
1) From 21 May 2026, DIWASS must be used for all waste shipments where an EU Member State is the country of dispatch, destination, or transit, regardless of whether the non-EU operator uses the system directly.
2) The active use of DIWASS is not required for third country authorities and operators, and members who prefer to do so may continue to submit documents by post or email to the relevant EU competent authority. That said, DIWASS is the recommended channel, as it enables greater transparency, efficiency, and direct digital exchange with EU authorities.
To support members in navigating these requirements, BIR has prepared a guidance document covering key questions: what DIWASS is, who needs to register, what steps to follow if your competent authority will not use the system actively, and how to complete registration. It also includes practical examples and a list of resources we believe members will find useful.
BIR will continue engaging with EU institutions to ensure that the voice of the global recycling industry is heard as implementation progresses. The European Commission is currently preparing consolidated guidance on the use of DIWASS in third countries, and we will share updates as they become available. Members are encouraged to direct any questions to BIR or to the relevant EU competent authority.
